This is a friendly greeting. There is no request attached to it.
There are many general-purpose greetings. These are like sending a Christmas card. They are acknowledgements of the other person. They indicate a willingness to stay on touch.
Such communications are an offering of goodwill, of friendship. They are an indication that the person communicated with is part of the community of the communicator.
Such a communication may well include some information. For example: ‘I went on holiday to the Seychelles’ or ‘My son graduated from college’ or ‘ I have taken up goldfish breeding’, etc.
Such information is not the main purpose of the communication but is incidental to it. The information just enlarges the greeting purpose of the communication.
It is very important to be clear that a 1/1 pre-code is intended as a greeting. That is how it will, and should, be taken.
With a 1/1 there is no obligation or expectation that the receiver will respond. The communicator is not laying this obligation on the receiver. It is like smiling at someone-but not expecting a smile back. A reply is not needed. Politeness does not demand a reply to a 1/1 communication.
