There are times when some members of a family are busy and others seem to be lazing about. This is very much an individual choice within every family. Some families have clearly defined 'work roles' and each person carries out his or her own function. Other families like everyone to share chores all the time. In addition there are special situations, like preparing for a party, where everyone is needed.
The code is a gentle invitation to get involved and to contribute. It is not meant to be a fierce command or a condemnation of apparent laziness. It is more a 'suggestion' than an order.
People do not like to interfere because this can suggest that the person doing something is incapable or incompetent. Also, some people do not like help and feel they can manage better and faster on their own. So having a code which signals clearly that some help would be appreciated has a high value.
The code is also of value between youngsters or even between adults.
There is a fine distinction between 'it would be nice if you could help' and 'You should be contributing.' The code covers both meanings.
