This happens quite often. The prejudice maybe based on jealousy (usually the case) or some dislike of the person who has produced the music, the film or the book. All reviews are by their nature subjective, but are meant to be based on the work concerned. The review is not just a means for the reviewer to exercise a prejudice which has nothing to do with the work concerned. Such reviews are an insult to the intelligence of a reader. They are usually so obviously biased that the reviewer ends up looking very silly. Obviously, no one is going to label his or her work in this way. It is useful, however, to have an information classification into which such works can be placed. The label can be applied by the reader or by others. The codes are not intended to be a classification of information as such but more of a 'pre-code' to indicate what is coming next. The use of a label like 7/6 is that one person can then transmit his or her opinion to others and so provide them with the pre-code service.
