Thank you for your proposal. Here are my reactions to your proposal. There may also be amendments or even a counter-proposal .
There is little point in having three separate codes for reaction, amendment and counter-proposal. The response to a proposal may take one of several possible forms. A delay in responding to the proposal is also a form of response. Code 5/8 can be used and a "delay" indicated.
