This code indicated that the information simply couldn"t be supplied. If the person who has received the request does have some useful suggestions these could be added. At the same time, some people are really too busy to be used as information sources. It is easy enough to ask for information, but it does put a burden of activity on whoever is asked. Code 5/4 will be used in different ways by different people. There are some people whose job it is to supply information and others to whom the business of supplying information is an interruption.
