The world outside is tough. The environment is difficult. Everything takes time and a great deal of effort. Life is not easy.
There are environments which are very tough no matter how well run the organization itself may be.
There may be political instability and physical danger. Everything takes time and requires "special" permits.
Tasks which in other countries would be routine become major undertakings.
Even the climate may not be very helpful.
There are environments which on any objective measurement are tough to live in and to work in. The effort is on adjustment and finding how to get things done.
