Thank you, but no thank you. I am not interested. Count me out. I do not want to join. I do not want to take part in this.
This is as firm a rejection, as 3/1 is an acceptance.
There is no need to specify the reasons for the rejection, although they may be asked for. There may be some specific point of difficulty or the project as a whole is not interesting.
Just as a person is assumed innocent until proved guilty so a project is uninteresting until shown to be interesting.
Code 3/3 suggests that the decision has been made and that there is no point in pursuing the matter further.
