I am in difficulties and I need help. I need to get in touch with my embassy or consulate. I need to call them or to go there.
Three levels of help are indicated: calling the embassy; being taken there; or being told how to get there. Instead of having a code for each, it is left to the person to whom the code is addressed to decide or choose what is possible.
