There are major problems and obstacles which are holding things up. They are as follows . . .
The single major problem or problems would then need to be spelled out. It could be environmental concern over the siting of the project. It could be an unexpected geological fault. It could be the fault of a contractor, etc.
There is a big difference between major identified problems and general slippage. Problems can be solved; slippage may need reorganization.
