The project is behind schedule because of a number of minor problems, delays, frictions, etc., which could have been foreseen.
This is general sort of slippage. It maybe due to a difficult task, a difficult environment, poor planning or even poor management. The important point about the code is that there is no one major problem that has been identified and could, possibly, be solved. There may be a need to go through matters in fine detail in order to speed up the project.
