The project seems to be running low on energy. It seems to be running out of steam. Is this so? And if so, why?
Lack of motivation, lack of energy, apathy and inertia are all different from specific problems. If there is no energy in a project it may tick over but not progress.
It may be hard to diagnose why a project has run out of energy. The simplest solution is new management. The building up of morale, team spirit and a sense of achievement all lead to more 'energy'. If a project is seen as peripheral and of low status then those working on the project may have low motivation. There is a job to be done and that is all.
The important point about code 17/11 is that there are no specific problems to be solved - although that would be easier to deal with. The code is at the same time a suggested diagnosis, an actual diagnosis and a request for action.
