Circumstances may have developed which make it highly unlikely that the project will ever succeed. It may then be best to terminate the project. On the other hand things may be moving in favour of the project, and more investment and effort will seem worthwhile. Pictures of the future that are held by many people tend to be more credible than pictures held by individuals - but they are not necessarily more correct.
