This is a mediocre performance. It is not bad and it is certainly not good.
The difference between 'barely adequate' and 'mediocre' lies in the motivation. 'Barely adequate' implies that the person has chosen to do the minimum. 'Mediocre' implies that the person may not be capable of much more. There are some situations where the emphasis is on adequate competence. There are other situations where there is more of a spectrum from poor to excellent - and mediocre is somewhere along that spectrum.
