This is very patchy. Some parts are good and other parts are not good enough. The overall effect is simply not satisfactory.
A patchy performance is a form of incompetence. The competence is not there so it is incompetence. The hopeful aspect is that it may be easier to move from a patchy performance to a competent one than from a totally incompetent performance.
Does code 16/5 imply that the performance is halfway competent? It does not. The parts that are incompetent may be the most important parts of all. If a surgeon does most of the operation well but fails to tie a bleeding artery the patient dies.
