This is both competent and highly creative. There are some powerful changes and new ideas.
The baseline of competence is there. This time what is provided above the baseline is not super-competence but creativity.
The creativity may consist of one good idea or possibility, or there maybe a number of ideas.
The important point about this assessment is that the creativity is not at the expense of competence.
