This is not a good performance at all. Perhaps there are reasons for this?
The performance is judged as poor. But there is a willingness to listen to excuses and reasons.
There is an acceptance of the possibility of outside factors that have prevented a better performance. So the code achieves two things. The code signals that the performance is not adequate but also signals that this may not be entirely the fault of the performer.
