It may seem difficult to assess carelessness from an objective look at a performance. Usually it is the patchiness of the performance that gives the clue. A person who performs well in part should be capable of performing well everywhere - except for their carelessness.
The 'carelessness' assessment may also be a kinder way of questioning basic ability.
