As it is, your offer is not attractive. You will need to increase the benefits if things are going to go further.
If the negotiation is supposed to be for mutual benefit, then the benefits have to be accepted as mutual. If one party regards the benefits as insufficient, the matter could be at an end. Code 15/6 could always be used as a move to extract more benefits. If this strategy is suspected, then the other party can refuse to budge. It is always possible to ask the party using code 15/6 to suggest benefits that might be 'sufficient'.
