Who is going to take responsibility for what? Who is going to do what, and when? How are the agreed actions going to be taken?

This code directs attention to the action plan that might follow the agreement. How is the agreement going to be put into action? The assumption is that there has been an agreement. The steps in the implementation of the agreement need to be designed, allocated and spelled out. This aspect gives a completeness to the negotiating process. Agreement has been reached and is going to be put into action. Occasionally, an agreement falls down at this very last step. Who is going to bell the cat? Political sensitivities may make it important to decide who is going to announce the agreement.
