This is a look around towards the end of the design process to see if all aspects have been considered. Have all values (positive and negative) had their due attention?
Matters may be left out consciously if a decision is taken that such matters are not really important. To leave out matters through neglect is a different thing.

The points need to be ticked off on some checklist. Points which may seem trivial at the time may lead to failure of the outcome later.
