is this a genuine negotiation? Are you coming here because you need to be seen to be negotiating? Are we here to get a solution

This may seem rather harsh and unconstructive. There are times, however, when one or other party is going through the motions of a negotiation but is not really interested in negotiating. Of course, the response to the code will always be a protest that it is indeed a genuine negotiation. Nevertheless, the code will have indicated what one party suspects. During the negotiation the code could also be referred to if matters are not moving foward: 'Is this a 15/1 after all?' If there is a strong suspicion that it is not a real negotiation, then both parties can choose to play the 'tokenism' game. They can pretend to negotiate without any real intention of moving forward.
