It is the equivalent of saying, 'I love this relationship.' That is not exactly the same as saying, 'I love you.' If relationships need nurturing then this is a form of nurturing. The code may be used falsely but even false flattery has some value - it may indicate intention if not fact. Code 13/3 is saying thank-you to the other party for the relationship.
