This relationship does not seem to be going anywhere. If we cannot move forward then I suggest we break it off.
In many relationships one or other party eventually gets the feeling that is expressed in code 13/1. This feeling may be expressed in frequent quarrels, irritable behaviour, depression, complaints, criticism, etc. It is expected that the other party should pick up the hints, inquire as to what is the matter and learn that there is dissatisfaction. Taking the 'next step' may mean a range of things from marriage to public acknowledgement of a relationship. Code 13/1 expresses the feeling simply and directly. Once expressed, the matter can be discussed with ordinary language. Note that in this code there is no hint that the relationship is boring or unsatisfactory. On the contrary, there is the implication that the relationship is so good that it ought to be taken further. 'What is the next step?' 'Where do we go from here?' 'What are we waiting for?' 'What are you waiting for?' 'Code 13/1 and I am ready to move forward.' The intention behind code 13/1 may be seen as a suggestion; as a threat; or as a simple statement of affairs. It may be intended as any one of these- or even all three. 'Is this the way we want things to go on-for ever?'
