Of course, the 'baseline' will vary with the speaker. Some people's baseline is normally cheerful. For other people the baseline maybe more sombre. Code 10/3 signals normality. There is nothing specially upbeat nor anything downbeat. It is very likely that in such situations code 10/1 would not have been used in the first place. If the mood seems normal enough, there is really no need to ask what the mood might be. 'Neutral' does not imply empty, colourless or apathetic Neutral simply means 'usual' or 'normal' for that person. 'It's a 10/3 day.' 'just the usual, 10/3.'
