You can be pleased about things but not very proactive. You can be happy but not very energetic. Code 10/23 signals a great amount of energy. It is true that you are unlikely to have much energy if you do not feel good. But the emphasis is on the energy.
If it is clear that someone is in mood 10/23, then that is the time to suggest changes and new projects. Just as plants require the right climate in which to grow, so projects require the right mood in which to thrive.

It is to be hoped that people in this somewhat rare mood would be able to signal this to those around them, for example by using the mood code.

As with some of the other mood codes you could have a card on your desk which signalled 10/23 to the world.
