The pre-code indicated that what follows is neither a request nor a response to a request. It is simply information that is being offered. The type of information being offered may be coded by the "information code", which will be covered later. If the information code is used then there is no need to use the 1/15 code as well. The sender may choose to specify why the information may be of use to you. If not, you may choose to ignore communications of this sort. If 1/15 communications are likely to be ignored then people might prefer not to use this pre-code. When the pre-code habit is well established, however, communications with no pre-code will be even more likely to be ignored. 1/15 may also be used with 1/7, which is a signal to draw someone"s attention to information. This indicates that some importance or relevance attaches to the information.
