This is a general response code. The request does need to be specified in terms of date, subject matter, etc.
This response can include any type of reply. There can be information, personal reactions, suggestions for action, options, etc. Even though many of these have their own codes there is no need to separate everything out. The response to a specific request can include whatever it needs to include. It would be pedantic and tiresome to have to classify the different aspects of the response.

Note that there is a specific "reply code", which will be covered later. This "reply code" allows certain standard types of reply to be given quickly and succinctly. There is some overlap with other codes but for a general purpose response, code 1/12 indicates that what follows seeks to meet the requests made. The two codes can be combined where necessary.
