I am putting forward a proposal or suggestion for your consideration. I believe there is merit in these suggestions.
This is the opposite of an "order". There is no compulsion involved. There may be action suggestions, product proposals, solution alternatives, etc.
The person putting forward the proposals may have every right to do so (for example a product development team ). The person may be an outsider who is pitching the proposals to someone.
The proposals should stand on their own feet. The nature of the proposals, the mechanisms for implementing them and the benefits should be clearly spelled out.
Code 1/10 does not automatically include a request for a response. The code simply indicates that proposals are to follow. If you want a reaction then code 1/4 can be used.
In all cases, putting forward unsolicited proposals does not impose on the receiver any obligation to respond.
